Basic Function
Under administrative direction, plans, organizes, supervises and reviews the work of the Engineering Division and Traffic Engineering Division (through the Transportation Manager) of the Public Works Department; directs the capital improvement program, the review of private development, and the construction services program; performs a variety of professional level engineering functions and serves as the City Engineer; coordinates activities with other divisions, departments, outside agencies and organizations; assists in establishing department goals, objectives, policies and procedures; and, performs related duties as assigned.
Distinguishing Characteristics
The
Assistant Director of Public Works/City Engineer is the assistant department head classification responsible for directing and supervising the Engineering Division and Traffic Engineering Division (through the Transportation Manager) of the Public Works Department and serving as the City Engineer. This classification is distinguished from the Director of Public Works classification in that the latter is responsible for overall management of the department. This classification is distinguished from the lower classification of Senior Professional Engineer as the latter is the advanced journey and full supervisory level classification in the professional engineering classification series. The Senior Professional Engineer handles the most complex and sensitive work and directly supervises mid-level engineers and professional staff.
Typical Duties
(may include, but are not limited to, the following)
- Accepts management responsibility for the activities, operations, and services of the Engineering Division, including research, development, design, contracting, construction inspection, plan review, surveying and records management; plans, coordinates and reviews work plans for assigned projects; provides administrative and technical direction to department staff; coordinates activities with other divisions, City departments, outside agencies and organizations; designs and directs special engineering studies, including analyses, reports, drawings, models and displays; reviews and approves a variety of engineered plans.
- Supervises and participates in the development, implementation and maintenance of division goals, objectives, policies and procedures; assists in the development and implementation of department-wide goals, policies and procedures; reviews and evaluates work methods and procedures for improving organizational performance and meeting division goals.
- Supervises, trains and evaluates Engineering Division Senior Professional Engineers and the Transportation Manager; recommends the selection, promotion and discipline of Division employees; coordinates the selection, orientation, training and evaluation programs for Engineering Division personnel; provides or coordinates staff training; identifies and resolves staff deficiencies; assigns division work activities; reviews work in progress and submits finished work products to the Director.
- Plans, coordinates and supervises the review of private development plans for conformance with City requirements, state and federal regulations and sound engineering practices; develops and implements the department’s capital improvement program and budget; directs the preparation of plans, specifications, cost estimates and contract documents; participates in the selection and supervision of contracted professional engineers for the development of plans, specifications, studies and reports; oversees the administration of contracts; visits construction sites to ensure conformance of construction to plans or to identify design elements; reviews and approves all payments and billings for contract services.
- Oversees and participates in the development of the Engineering Division budget; participates in the forecast of necessary funds for staffing, materials and supplies; administers and monitors the approved budget; resolves budget issues with appropriate staff; implements budget adjustments as necessary; assists the Director in developing and managing the department budget.
- Manages the development and implementation of the department’s Capital Improvement Program, including the complex interchange of funding sources and grants.
- Provides technical and professional advice to the Director, other City staff, the City Council, and various City commissions on engineering matters; prepares and coordinates reports and presentations on engineering issues for the City Council, community groups, boards and commissions, and regulatory agencies; prepares or directs the preparation of grant and permit applications; pursues federal and state grant funds and permits; ensures project compliance with grant or permit regulations.
- Serves as the City Engineer; serves as the department head in the absence of the Director.
- Prepares or provides critical review of various staff reports, resolutions, environmental impact reports, negative declarations, reports required by state and federal agencies, and correspondence.
- Monitors and evaluates the impact of current trends in the field of municipal and transportation engineering, including legislation, court rulings and professional practices and techniques; recommends policy and procedural modifications accordingly.
- Responds to the most complex and difficult inquires and requests for information, provides information and resolves service issues or complaints; represents the department to other City departments, other agencies, civic groups and the public; establishes and maintains a customer service orientation within the division.
- Performs other related duties that may be reasonably expected as part of this classification.
WORKING CONDITIONS:
Position requires prolonged sitting, standing, walking on level, uneven and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, and squatting in the performance of daily duties. The position also requires grasping, repetitive hand movement and fine coordination in using a computer keyboard. Additionally, the position requires both near and far vision in reading plans, written reports and other documents, and inspecting construction sites. Acute hearing is required when providing phone and personal service. The incumbent in this position works outdoors in all weather conditions, including wet, heat, and cold. The incumbent may be exposed to fumes, dust, chemicals, pesticides, and air contaminants. The nature of the work may also require the incumbent work in construction zones and heavy traffic conditions.

Minimum Qualifications
The minimum qualifications for Education, Experience, Knowledge, Skills and Abilities are the following:
Education and Experience:
- Bachelor’s degree in Civil Engineering and,
- Five (5) years of increasingly responsible professional civil and transportation engineering experience, including experience in a supervisory or project management capacity.
Knowledge:
- Principles and practices of civil and transportation engineering related to the planning, design, construction and inspection of municipal public works.
- Applicable federal and state laws, codes and regulations, including those related to development, design and construction.

Licenses/Certificates:
- Possession of a valid certificate of registration as a civil engineer issued by the California State Board of Registration for Professional Engineers and Land Surveyors.
- Possession and continued maintenance of a valid California Class C driver’s license.

SALARY
- The current salary range for this position is posted on the City website. Appointment may be made commensurate with experience. See the Mid-Management MOU documents on the City website for further details on pay rates and practices.
APPOINTMENT
- Any candidate selected by the appointing department may be required to pass a pre-employment medical exam administered by a City-selected physician before hire to non-sedentary positions. Prior to starting work, all newly hired employees will be fingerprinted to check conviction history. A conviction history will not necessarily disqualify an applicant from appointment. Candidates must present documentation verifying authorization to work in the United States and take a loyalty oath as required by the State of California at the time of hire. Appointments to regular positions are subject to a six-month probationary period which is considered a part of the selection process. Probationary employees may be terminated without recourse during this period. Positions which are covered by the Department of Transportation regulations are required to submit to a pre-employment drug test and to random drug and alcohol testing.
LEAVE
Vacation – 80 hours/year up to 5 years, 120 hours/year 6-10 years, plus 8 hours for each year after 10 years up to a maximum of 160 hours/year.

INSURANCE – (available to employee and eligible dependents)
Medical – Depends on plan selected; City generally pays at least 90% of the cost of coverage. Participating members make an additional $35 contribution per pay period towards health care benefits.
Dental, Vision, Employee Assistance Program – City currently pays full cost of employee and family coverage. Pro-rated for part-time.
Life – City provides a $25,000 life insurance policy.
Long Term Disability – City provides a long term disability plan.
MANAGEMENT LEAVE/OPTIONAL BENEFIT PLAN
80 hours of additional vacation per year. A $1,300 (less than 10 yrs) or $1,500 (greater than 10 yrs) annual contribution may be used to purchase additional vacation, be place in deferred compensation account or be paid in cash (cashout limited to 20 hours).
RETIREMENT
All regular employees become members of PERS. Public Employees' Retirement System (PERS) 2% @ 62 (3 year average). Prior PERS membership may affect retirement formula. Employees contribute 11.25% of their salary to PERS on a pre-tax basis. An employee is vested after 5 years of membership. No Social Security is withheld.
