Department Summary
The Contracts and Purchasing unit assist County Departments with the procurement of goods, services and contracts. The unit’s services include developing and coordinating competitive bid processes, including Request for Proposals and Request for Qualifications; administering contract documentation; maintaining contract data; and acting as the Purchasing Agent representative for the Board. Contracts/Purchasing manages the County’s procurement card and surplus property programs, utilizing best practices in the administration of both programs to ensure County resources are maximized to the fullest extent possible.

Position Summary
The County Administrative Office-Contract/Purchasing Division seeks to fill a current Buyer II vacancy. The Contract/Purchasing Division facilitates procurement of goods and services through various ways which include locating sources, competitive bidding, or preparing agreements in a variety of areas. The Buyer II, under direction, purchases materials, supplies, equipment, and services for general use by county and/or hospital departments; and does other related work as required.

Ideal Candidate
The ideal candidate possesses strong administrative skills with the ability to communicate effectively to proctor individuals and present material. The Buyer II will have experience analyzing and understanding comprehensive State regulations, County ordinances and Agreement documents, the ability to work cohesively as a team for large scope projects and working knowledge and experience in mainframe computer systems and software.


This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority.

The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time, part-time, or temporary basis.

Examples of Duties

  • Some positions may complete, update, maintain and use a variety of computer software programs and data
  • Confers with general county and/or hospital department personnel and vendors regarding purchasing procedures, needs, specifications and problems; analyzes applicability of codes and purchasing programs
  • Develops product specifications; prepares invitation to bid including legal requirements and proper terms and conditions; schedules and conducts bid openings; compares and analyzes bids; awards bids within established guidelines
  • Monitors contracts to assure vendor compliance to specifications, schedules, and other terms or conditions
  • Some positions may coordinate or assist in the coordination of surplus county property, including storage, inventory, recordkeeping and arrangements for disposal of items as directed

THE SUCCESSFUL CANDIDATE

Will have a proven track record demonstrating the following knowledge, skills and abilities:

Working Knowledge of :
  • The principles and practices of governmental purchasing
  • Basic computer techniques and procedures
  • Recordkeeping practices; methods used to organize and prioritize work, including computer systems for access and retrieval of reports and data
Some Knowledge of :
  • Laws and regulations applicable to government purchasing
Skill and Ability to :
  • Read and interpret complex rules, codes and regulations
  • Collect, interpret and evaluate data, validate conclusions, define and select alternatives
  • Establish and maintain effective working relationships with co-workers, vendors, general county and/or hospital department personnel and others contacted through the course of work
  • Communicate effectively, both orally and in writing, in order to transmit information and instructions at all functioning levels of the County, general public, private and public agencies
  • Accurately perform arithmetical calculations
  • Follow written and oral directions
  • Maintain accurate and complete records
  • Complete and review paperwork requiring a high degree of attention to detail; manage concurrent multiple and diverse work projects
  • Apply basic computer skills,; access and maintain personal computer/mainframe databases to retrieve, update, and prepare reports and data

Experience:
Eighteen (18) months of experience performing duties equivalent to the Buyer I class series with Monterey County.

  • Possess and maintain a valid California Class C driver’s license or the ability to provide suitable transportation that is approved by the appointing authority.
  • Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency.
