Nature of Work : The Compliance Officer (DOT Executive Assistant I) is integral to administering equal access compliance programs. The employee is a specialist responsible for one or more significant components of equal access compliance programs. Duties include, but are not limited to the following: monitoring Minority Business Enterprise (MBE), Small Business Reserve (SBR), Veteran-owned Small Business Enterprise (VSBE) and/or Disadvantaged Business Enterprise (DBE) programs’ participation on state contracts in accordance with federal, state and Maryland Department of Transportation (MDOT) equal opportunity policies, regulations, practices and procedures; monitoring certified MBE, SBR, VSBE and/or DBE businesses to ensure ongoing compliance with government contracts; and planning, developing and conducting outreach and training for vendors, suppliers, directors, managers and other stakeholders in areas of equal access programs.

There are currently three (3) vacancies within the Division of Civil Rights and Fair Practice at the Maryland Transportation Authority (MDTA), located in Baltimore, Maryland. This position will be responsible for monitoring contracts to ensure compliance in accordance with federal and state laws, Maryland Department of Transportation (MDOT) policies, regulations, practices, procedures, and Board of Public Works (BPW) Advisories. The incumbents are responsible for monitoring contracts for the State's Disadvantaged Business Enterprise (DBE), Minority Business Enterprise (MBE), Small Business Reserve (SBR) and Veteran-owned Small Business Enterprise (VSBE) programs within the MDTA.

The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the state of Maryland. For 50 years, the MDTA has provided Maryland's citizens and visitors with safe, secure, and convenient transportation facilities.

Qualifications

MINIMUM QUALIFICATIONS:

EDUCATION: A bachelor's degree from an accredited college or university.

EXPERIENCE: Four (4) years of experience ensuring adherence to fair practice standards; or evaluating a business or public entity for compliance with federal, state or municipal laws and regulations.

Notes:
1. Additional experience directly related to protected groups in the areas of compliance with civil rights statutes or community and human relations; or monitoring contracts and investigating regulated activities to ensure compliance may be substituted on a year-for-year basis for the required four-year degree.

2. Thirty graduate credit hours from an accredited college or university may be substituted for one year of the required experience.

Licenses & Certifications

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the state of Maryland.
