Purpose: The mission of the United States Attorneys is to serve as the nation's principal litigators under the direction of the Attorney General. There are 93 United States Attorneys stationed throughout the United States, Puerto Rico, the Virgin Islands, Guam, and the Northern Mariana Islands. Each United States Attorney is the chief federal law enforcement officer of the United States within his or her particular jurisdiction.
The United States Attorney’s Office, Eastern District of KY, requires the services of a Legal Assistant to provide direct legal support, clerical and administrative support, and automated litigation assistance to the Criminal Division. Overtime and travel may be authorized.
Duties:
- Provides a variety of direct legal and administrative support services to the office. Typical assignments include:
- The contractor will perform a variety of complex legal support assignments. The work complements and supports the work of Assistant United States Attorneys (AUSAs). Specific assignments vary based on the case, but characteristically involve managing, processing, and, analyzing evidence; preparing correspondence and legal documents; and assisting the AUSAs in courtroom presentations, including trial. This work is performed in close collaboration with the AUSAs.
- Manage intake and organization of documents and electronic information (in a wide variety of formats) obtained in connection with litigation matters and investigations.
- Review incoming discovery to determine whether the materials are responsive to the government’s request and whether additional requests need to be made to obtain specific information.
- In preparation for AUSA review, compile discovery in compliance with the Federal Rules of Criminal Procedure, constitutional and statutory obligations, and in accordance with stipulations and/or court orders. Work with client agencies to facilitate production of discovery in a timely and effective manner. Process the documents/information (e.g., redact and Bates number) with existing discovery tools (e.g., E-Scan It, Ipro Eclipse, Relativity).
- Maintain accurate and complete discovery logs tracking all case discovery. Prepare detailed discovery indices. Assist attorneys and legal support staff in organizing and processing voluminous case information for efficient retrieval through automated means such as scanning, indexing, and organizing documents in a data base.
- Analyze, organize, and designate relevance of documents using specialized software tools (e.g., Casemap, Ipro Eclipse, Relativity).
- Summarize documentary and audio/video evidence and flag information that is particularly advantageous or disadvantageous to the government’s case. Note deficiencies in case materials, e.g., missing documents, conflicting statements, etc., and request further investigation by investigative personnel to correct deficiencies.
- Prepare and maintain a variety of trial-related documents, e.g., witness lists, exhibit lists, jury instructions, and subpoenas. Check cites and case histories to alert attorneys to problematic citations.
- Prepare exhibits and demonstratives for legal proceedings, which may involve a wide range of visual materials including charts, diagrams, photographs, and models, as well as audio exhibits.
- Utilize Trial Director or other trial presentation software to effectively display exhibits or demonstratives during trial or other hearings, based on knowledge of the case, software, and courtroom technology. Prepare presentations to opposing counsel.
- Prepare a variety of legal documents such as pleadings, trial briefs, summonses, complaints, subpoenas, indictments, search warrant applications, motions and proposed orders, notices stipulations, and MLAT requests. Prepare discovery correspondence, as well as memoranda summarizing discovery.
- Assist AUSAs and case agents with witness prep as needed, including arranging witness interviews, travel, and issuance of subpoenas for testimony.
- Work with staff to obtain contracts for expert witnesses and litigation consultants, transcript requests, and other case activities requiring budget approval of litigation expenses.
- Conduct research and draft memos on assigned tasks, including updating citations.
Qualifications required:
A bachelor’s degree and at least one year of paralegal or paralegal intern experience; a paralegal degree or certificate and at least one year of paralegal or paralegal intern experience; or a high school diploma or equivalent and at least two years of paralegal experience is required.
Trial experience is very helpful, although not required. The Contractor shall have educational or work experience in the following:
- Performing factual and legal research, and writing summaries of research findings;
- Organizing case or investigative files;
- Using discovery database systems such as Relativity, Everlaw, or iPro Eclipse, to review, analyze, and designate documents that may be relevant to pending investigations or litigation.
- Using Microsoft Office Suite to summarize records, create presentations, and create chronologies;
- Preparing routine pleadings and correspondence; and
- Editing and reviewing case-related documents for typographical and citation errors.
- Have U.S. Citizenship.
- The ability to pass a Public Trust background investigation.
Background and Screening: The Legal Assistant I is required to have a favorably completed security clearance through a National Agency Check with Inquiries (NACI).
Hours of Operation: Generally perform the services required under this contract within a 40-hour work/week, Monday through Friday.
