Overview:
Under the general direction of the Executive Director of Training & Education the Sr. Training & Workforce Project Mgr. is responsible for all aspects of managing the Massachusetts EOHHS and MassHealth Workforce Development Initiatives, including but not limited to the Personal and Home Care Aide State Training, Personal Care Attendant Recruitment & Retention Program, and the Lifespan Respite Program.

Responsibilities:
Works in collaboration with cross-Secretariat staff to ensure a coordinated approach to career pipeline development for health care workers, including but not limited to, direct care, behavioral health, nursing and primary care providers across the commonwealth.
Networks extensively and establish strategic partnerships with education, training, and workforce related agencies and in collaboration with EOHHS agencies, unions, and health and human services trade associations and employers.
Provides leadership and project management support for EOHHS' workforce initiatives and state lifespan respite activities including, management of all program activities, monitor program compliance including state and federal contract reporting.
Manages research of current healthcare workforce trends, including recruitment, training, and retention strategies.
Provides leadership and direction to various projects on national and statewide health and human services workforce development efforts focused on incumbent and dislocated workers, including expanding relationships with the federal and state departments of workforce development and other similar entities.
Represents projects and actively serve as a liaison to regional, state and national taskforces, committees, organizations, and conferences on health and human services workforce development for incumbent and dislocated direct care workers.
Facilitate, coordinate, and ensure the work of the sub-contractors is coordinated with the project's work plan.
Provides data and information to relevant constituency groups and state Secretariats regarding health care workforce efforts, including training outcomes, recruitment and retention strategies, and marketing resources, as applicable.
Oversees the evaluation system necessary for quality assurance and reporting, and maintain relations with evaluators; ensuring that all required data is collected and reported in a timely manner.
Provides leadership and staff support to the project management teams and State Advisory Groups.
Performs other duties as required.

Qualifications:
REQUIRED EDUCATION
Master’s level degree in public health, public policy, or policy administration (or equivalent) with course work in management, budgeting and evaluation.

REQUIRED WORK EXPERIENCE
5-7 years of experience in project management and/or participation in relevant health related research and evaluation projects.

Experience managing healthcare workforce initiatives including recruitment, training, retention, and marketing resource development
Excellent oral and written communication skills required, with proven track record of project management, financial/budget management.
Ability to set priorities and identify, implement and manage strategies of several sub projects/contractors simultaneously to ensure successful completion and provide periodic status reports to the Director and PHCAST Project Work Group.
Ability to work independently and collaboratively.
Skilled in problem solving, consensus building, conflict resolution and team building.
