GENERAL SUMMARY OF POSITION:

The Deputy Director of Integrated Eligibility Initiatives at MassHealth plays a key role in leading policy and programmatic analysis and making strategic recommendations to the Director of Integrated Eligibility Initiatives and the MassHealth executive team. The Deputy Director will execute projects of high visibility that impact the coverage of over 2 million residents of the Commonwealth on MassHealth.

This senior position on the cross-functional Integration Team will be responsible for the coordination of MassHealth’s implementation activities for Integrated Eligibility and Enrollment (IE&E) work tracks, including but not limited to Common Noticing Solution, Member Communication Portal, Common Application/Portal and integration of IE&E components with back end eligibility systems (including HIX, MA21 and One Health). This position will need to collaborate across multiple MassHealth business units to ensure implementation activities are completed timely and MassHealth business needs are represented. In addition, the Deputy Director will collaborate with other EHS agencies in IE&E work tracks. The Deputy Director will supervise a team of Senior Program Analysts responsible for development of system requirements and updated operational workflows to support MassHealth/EOHHS eligibility integration initiatives and MassHealth operational needs and support implementation of policies within MassHealth Eligibility Systems and Operations. This team will work collaboratively across MassHealth business units and other EHS agencies in the implementation of the strategic vision of improved member experience and optimized eligibility processes for all applicants and members.


Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Represent MassHealth business needs and strategic vision in IE&E and other system (ie. HIX/MA21/One Health) development workgroups, ensuring system development aligns to MassHealth policies and procedures.
  • Participate in multi-agency workgroup supporting the development of a Common Application for MassHealth, Health Connector and other in-scope IE&E programs
  • Represent MassHealth business in development of IE&E Common Portal
  • Lead and coordinate end-to-end implementation activities across MH business units and partner agencies for MassHealth implementation of IE&E work tracks, including coordination with MH policy and systems, development of operational business workflows, coordination with other MH units (ie. Training/communications, publications, legal, etc)
  • Manage a unit of 2 staff members
  • Manage a multitude of complex tasks simultaneously, including prioritizing various tasks, analyzing and evaluating IE&E and One Health system and operational issues and ensuring tasks are brought to final completion.
  • Plan, organize and lead project team meetings associated with MassHealth implementation activities.
  • Coordinate with both internal and external stakeholders as it relates to IE&E and One Health system integration. Stakeholders can include policy, legal, operations, training, publications, system vendors, IE&E project team and partner agencies.
  • Participate in Business/IT JADs teaming with IT colleagues in system developments, enhancements and expansions.
  • Review documents defining business and functional requirement specifications for system development (including but not limited to HIX, MA21, One Health, MMIS, EDM, Member Communication Portal, and Common Noticing Solution)
  • Support User Acceptance testing (UAT) for implementation of system development.
  • Collaborate with and support the I-MEC concept of statewide standardization of practices, policies and workflows in use across all of MassHealth eligibility operations.
  • Completes special projects in accordance with agency directives, including statistical and narrative reports.
  • Serve as a vital component toward Excellence in Operations and customer service for members and providers.
  • Use Excel and Microsoft access to analyze data.

Preferred Qualifications:

  • Knowledge of public health policies and practices.
  • Knowledge of MassHealth policies, programs and procedures; and the ability to integrate this knowledge with new and existing IT systems.
  • Supervisory or management experience.
  • Strong ability to assimilate and analyze programs, policy, and other relevant materials.
  • Familiarity with complex technical issues, system and program affecting Medicaid and its services to members.
  • Knowledge of business process improvement principles and practices.
  • Ability to manage and sustain multiple and complex relationships and ensure lines of communication are open.
  • Ability to work under significant time pressures to meet unanticipated demands.
  • Ability to communicate effectively in writing and oral presentation.
  • Ability to develop effective collaborative teams.
  • Experience planning, convening, directing, supporting, and overseeing cross-agency project management teams.
  • Experience working with racially and culturally diverse populations.
  • Demonstrated cultural competence with diverse ethnic, cultural and socio-economic groups.
  • Experience with data and quantitative analysis.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
