Director - Information Technology Job at Carroll County, NH
Job Description
Under the direct supervision of the Carroll County Commissioners is continuously responsible for providing the leadership to achieve the County"s information technology strategic plan and manage the County"s information technology resources.
Job Responsibilities
Ensures the dependability and security of the County"s technology infrastructure.
Develops, maintains, and implements long-range information technology strategies.
Develops and tracks IT budgets and approved spending.
Assists departments with the short- and long-term IT needs, researches hardware and software, evaluates contracts, negotiates purchases, identifies opportunities for business reengineering and assists departments in applying technology toward best business practices.
Develops and maintains county-wide IT policies and procedures, including security and vulnerability mitigation
Analyze, identify, rate, and document all known security weaknesses and attack vectors in the county
For any identified security weaknesses, develop a mitigation plan
Implement, manage, and replace network infrastructure to align with security objectives. This would include firewall devices and settings, anti-malware software subscriptions, backup, and Disaster Recovery planning.
Develops and administers the IT department budget.
Manages the MSP to ensure timely and effective support of county departments including troubleshooting of servers, software, and hardware, help tickets, mobile device and workstation set up, VPN and remote desktop access, repairing or replacing defective hardware or coordinating repairs, and applying patches and updates
Tracks, measures, and analyzes IT activities and progress
Develops relationships with technology vendors
Maintains current knowledge of issues, trends, and developments in the field of Information Technology
Provides technology orientation for new personnel, to include security best practices.
Periodic presentation of IT technical status and IT budget status to County Commissioners
Knowledge, Skills and Abilities
Knowledge, Skills, and Abilities - QUALIFICATIONS/EDUCATION:
Bachelor"s degree and advanced course work (Master"s degree preferred) in Computer Science from an accredited college or university
Ten to fifteen years progressively responsible related management experience;
Equivalent education and/or experience which provides the required knowledge, skills, and abilities required for the job.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
Large, organization-wide strategic planning concepts and practices
Computer systems and architecture, languages, databased techniques, communications technology, and networking - IT industry best practices.
Advanced computer systems analysis and design
Firewalls and routers, LAN/WAN network topologies and their components
Business and budgetary principles and practices
Applicable state, federal, and local laws, rules, and regulations
Skilled in:
Researching, compiling, and summarizing a variety of informational and statistical data and materials
Organizing work, setting priorities, meeting critical deadlines, and following up on assignments with a minimum of direction
Planning, organizing, assigning, directly, reviewing, and evaluating the work of staff and contract labor
Preparing clear and concise reports, correspondence, presentations, and other written materials
Defining problems, collect data, establish facts, and draw valid conclusions
Presenting information effectively in response to questions from end-users, vendors, agencies, and elected officials
Analyzing and resolving office administrative situations and problems.
The ability to work in a fast-paced environment with constantly changing priorities, frequent interruptions, and unexpected issues.
