POSITION SUMMARY:

The Director of City Finance is a member of the Department of Administration & Finance’s Leadership Team and is responsible for the overall management of the City departments’ routine financial activities, including directly supervising all Directors of Department Finance, ensuring the consistent execution of appropriate business processes across City operations, and directing A&F’s managerial and analytical reporting on financial matters to internal and external audiences.

SUPERVISION EXERCISED:

Supervision of Directors of Department Finance (the “DDFs”), and other staff or matters of financial control as defined by the City Controller.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Process

o Supervises DDFs:

  • Serves as direct supervisor of and primary communicator with each DDF.
  • Reviews and approves all DDFs’ work product (within and outside the City’s financial management system).
  • Guides and supports DDFs in their conduct of City departments’ routine financial activities in compliance with all City policies and applicable standards, including through regular status meetings (both individually and as a group).
  • Fosters a culture of teamwork and collaboration among DDFs.
  • Assists DDFs in pursuing applicable educational and training opportunities.
  • Evaluates the job performance of each DDF, on an informal basis continuously and on a formal basis at least once each year (or as otherwise consistent with A&F’s and the City’s performance evaluation standards).
  • Determines and oversees, in conjunction with Human Resources, any necessary corrective action or performance improvement plan, in the event of a DDF’s performance below expectations.
  • Communicates with Leadership Team members and other appropriate City employees regarding the performance or needs of the DDFs.
  • Leads annual budget planning process and documentation.
  • Prepares and/or submits budget and other financial information to regulatory agencies and auditors.
  • Leads month-end and year-end closing and reporting processes.
  • Works directly with the Director of Treasury on daily, monthly, quarterly, and annual tasks.
  • Works directly with the Director of Purchasing on daily, monthly, quarterly, and annual tasks.
  • Strategy
  • Designs and implements strategies for ensuring consistency, accuracy, and professionalism in the DDFs’ financial tasks and interactions with other City employees.
  • As a member of the Leadership Team, contributes to the department’s strategic planning process and directs and implements strategic initiatives within departmental priority areas.
  • Analysis
  • Defines metrics and designs appropriate tracking mechanisms for DDFs’ job performance, workload, and efficiency.
  • Develops and deploys internal reporting tools to help optimize A&F’s support of City operations and external reporting tools to enhance ongoing public transparency efforts.
  • Collaborates with appropriate City employees regarding the sufficiency of internal controls and the implementation of process changes.
  • Provides recommendations to City Controller on best practices for supporting City departments’ financial activities.

Performs other duties and assume other responsibilities as delegated.


EDUCATION / QUALIFICATIONS:

  • Position requires a Bachelor’s Degree in business administration, accounting or finance from an accredited four year university educational program institution.
  • Master’s Degree in a related field or proven private or public sector experience is preferred.
  • Certified Public Accountant or Certified Public Accountant candidate preferred.
  • Demonstrated successful experience in a governmental entity or private sector enterprise is preferred.
  • Experience in managing finance-related employees is preferred.

KNOWLEDGE AND ABILITY:

  • Knowledge of personnel management principles and ability to apply best practices in supervising personnel.
  • Knowledge of accounting principles and practices, including knowledge of GASB standards and GFOA best practices.
  • Ability to assist with the formulation of department goals and objectives, prepare policy recommendations, and assist with the setting of departmental priorities.
  • Ability to perform various quantitative analyses in the areas of policy analysis, program evaluation, financial analyses, financial forecasting, and cost analysis.
  • Ability to utilize intermediate computer spreadsheet capabilities and various other computer based instruments for analysis.

Desktop and laptop computer, telephone, ten key calculator, and other general office equipment (including but not limited to fax machine, printers, copy machine, scanners, etc.).
