Purpose and Scope:
3. Works collaboratively with the Chiefs, Directors, and management to formulate targets and goals for productivity, cost management, quality, and providing input on system-wide policy development as it relates to Human Resources.
4. Develops a departmental budget, presents, and defends program budget requirements; oversees and approves program expenditures and prepares financial forms and reports.
5. Manages relationships with vendors and special projects as they arise to ensure that HR service delivery meets the District's strategic goals and vision and that they are in compliance with all regulations.
6. Ensures technology can strategically support the activities of all human resources groups; manages communication with technology vendors regarding any changes needed to support the work.
7. Supervises staff establishing standards and effectively select, train, motivate, delegate, monitor and evaluate performance to ensure targets and goals are met. Facilitates professional development and serves as coach and mentor.
8. Performs other related duties as assigned or directed. Minimum Qualifications:

Supports the Chief of Human Resources and oversees the Total Rewards areas to include Benefits, Compensation, and Total Rewards. The Director is responsible for strategic alignment across assigned departments, is responsible for the total compensation package and employee support and leads the strategic planning of the areas to support the District's mission of preparing all students for success in learning, leadership and life.
Essential Job Functions:
1. Serves as a professional aide to the Chief of Human Resources in support of strategy development, decision-making, and program/process implementations for Benefits, Compensation, and Total Rewards.
- Responsible for the operations of Total Rewards and works with management and the Chief of HR to provide feedback on organizational strengths and opportunities for improvement to help the District continuously improve employee compensation, benefits and other perks.
- Strong understanding of total rewards best practices particularly in compensation, market pricing, job architecture, bench marketing positions, and establishing competitive salary grades, ranges and schedules.
- Directs the management, review, communication, and administration of all benefits plans for the District and coordinating costs concerns and tracking systems with budget, finance and other District departments.
- Leads the strategic and tactical aspects of the District's Compensation Program, including effective design and implementation of the District's Compensation philosophy and variable pay programs for certificated and classified staff, aligning to the strategic goals of the District.

Graduation from an accredited college or university with a Bachelor's degree in Education, Business Administration, Management, Public Administration or related field or equivalent, plus an additional 10 years related experience; Master's Degree preferred. Experience with all key functions (Benefits, Compensation, HRIS and HR Operations) is strongly preferred.

Degree Equivalency Formula:
Bachelor’s Degree= 4 years plus required years of experience.
Master’s Degree=6 years plus required years of experience.

Physical Demands: Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating office equipment.
Unavoidable Hazards: The position is exposed to no unusual environmental hazards.
Sensory (ADA) Requirements: The position requires normal visual acuity and field of vision, hearing and speaking abilities.
