This role functions in an external-facing and cross-functional leadership capacity to represent Company interests with a wide variety of intervenors and other interested external parties in the Integrated Resource Planning (IRP) and Integrated System Operations Planning (ISOP) regulatory processes. In fulfilling this function, this role serves as both a people leader and a leader of cross-functional collaboration between a wide array of internal subject matter experts from across the company that support IRP or ISOP planning or regulatory processes, developing and executing effective strategies to guide external interactions to explain and build credibility for IRP/ISOP processes and modeling assumptions, identify gaps, and reduce the number and extent of contested issues and build support for multi-billion dollar Company plans for investments in IRP, Multi-Year Rate Plan (MYRP), or other related filings/dockets. Through these efforts, this role helps to align and advance the regulatory objectives of IRP and ISOP organizations with those of the enterprise and respective jurisdictions.
Responsibilities
  • Leads the development and execution of regulatory strategy to align and advance priorities of the IRP and ISOP organizations with those of the enterprise and respective jurisdictions by improving transparency and credibility with IRP/ISOP intervenors, public staff, commissioners, and other interested parties.
  • In collaboration with a diverse range of internal subject matter experts, leads drafting, editing, and review of substantial portions of IRPs and other complex regulatory filings and testimony to be submitted to state utilities commissions or other regulators.
  • Analyze regulatory filings by intervenors to identify contested issues and potential solutions. Strategize with various business entities to create solutions that work cross-functionally and avoid or limit unintended effects on other related dockets.
  • Leads strategic engagement with key intervenors in complex negotiations to achieve solutions to contested issues in regulatory proceedings involving resource planning.
  • Represent the Company in external-facing roles before regulators and other key stakeholders.
  • Review regulatory filings and external messaging from other organizations to ensure alignment with IRP/ISOP business objectives and regulatory strategy.
Basic/Required Qualifications
  • Bachelor’s Degree and 10+ years related work experience
Desired Qualifications
  • Excellent written and oral communication skills.
  • Demonstrated expertise with current regulatory issues underlying resource planning, transmission and distribution planning, renewable energy policy and strategy, generator interconnection, and resource procurement.
  • Excellent strategic thinking and problem-solving skills.
  • Demonstrated experience representing the Company’s views in external-facing roles to communicate complex, strategic positions.
  • Demonstrated experience substantively interacting with key intervenors in regulatory proceedings. Comprehensive understanding of intervenors historic positions and objectives on issues related to resource planning.
  • Demonstrated comprehensive understanding of issues underlying the IRP and ISOP business objectives.
  • Demonstrated ability to work across multiple business units (both technical and non-technical) to satisfy competing business needs and priorities within a complex regulated business environment.
  • Demonstrated experience interfacing with and influencing regulatory agencies. Demonstrated ability to successfully represent the Company before regulatory bodies, public, and professional groups.
  • Strong project management and time management skills.

Working Conditions
  • Hybrid Mobility Classification – Work will be performed from both remote and onsite locations after the onboarding period. However, hybrid employees should live within a reasonable daily commute to a Duke Energy facility.
Specific Requirements
  • Charlotte is the primary, strongly preferred work location. Raleigh is an alternate location that will be considered; additional travel to Charlotte would be required. (~25%)
