The Finance Specialist reports to the Finance director and acts as an integral member of the County Clerk team. This role serves in a general accounting, financial reporting, and budget administration function and is required to collaborate cross-functionally and use knowledge of inter-departmental practices, workflows, and compliance to ensure smooth day-to-day financial operations within Oklahoma County. This position plays a vital role to compile and distribute current and historical data to assist with preparation of the County Annual Adopted Budget and the Comprehensive Annual Financial report per internal and regulatory guidelines. Will assist with Budget Board regularly-scheduled and special meetings to include preparation of agendas, resolutions and minutes. Job Duties include: • Provides critical accounting and sound financial support to ensure timely and accurate reporting of financial information. • Collaborates with other County finance members to ensure timely and accurate fund reconciliation and posting of financial entries. • Coordinates with County departments to distribute and obtain annual Estimate of Needs and Financial Statements for annual Budgeting purposes. • Assists with preparation, analysis and printing of the Comprehensive Annual Financial Report. • Under guidance and direction, prepares annually-mandated Federal documents according to County, State, and Federal fiscal controls and regulations. • Sends routine notices of occupational taxes and fees collected to appropriate state agencies on scheduled basis. • Assists with the preparation of reports to track daily activities, departmental processes, and special projects for purposes of accurate and compliant records management. • Analyzes and prepares reporting summary reporting forms and documents for presentation the Board of County Commissioners, Budget Board, and PBA for approval and/or informational purposes. • Makes recommendations for process improvement and enhancements to the County financial system (MUNIS). Maintain up-to-date knowledge of best practices and systems upgrades. • Prepares and reviews agendas, resolutions, and minutes of assigned County Boards and Commissions for technical accuracy and proper content before presenting to internal and external contacts. • Utilizes strong analytical skills to audit processes, assess trends, identify discrepancies, and recommend process improvements. Maintains regular attendance at work and is consistently on time. • Must be able to be present at designated work site minimum of 40 hours per week, as established by supervisor. • Other duties as assigned.
Experience
KNOWLEDGE AND SKILLS:• Advanced Microsoft Excel skills should include pivot tables, lookups, and complex formulas. Must have basic knowledge Outlook and Word in Microsoft 365 environment. • Knowledge of general accounting practices and principles• Ability to plan work effectively with attention to detail. • Dependable, self-motivated, and strong ability to multi-task and shift priorities• Strong analytical and problem-solving ability• Excellent communication skills and ability to promptly respond in high volume environment to inquiries from citizens and other County departments. • Able to handle stressful situations with courtesy and tact • Willingness to learn and develop • Willingness to follow the chain of command.
Education Required
Bachelor’s degree in Business, Public Administration, Accounting, Finance or related field is preferred. Minimum 2-3 years’ experience with experience in public sector accounting preferred. MUNIS experience or other government accounting programs a plus. Will consider equivalent work/education experience.
