Pay Range

$233,400 - $316,296 Annually

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We have an opening for the Operations Division Leader in the Weapons and Complex Integration (WCI) Principal Directorate. In this position you will be responsible for providing technical and administrative oversight, and career management discipline to a large diverse workforce (~200 staff) supporting the safe and effective operation of High Hazard Facilities, Maintenance, and Operational Service/Support activities. You will lead the division management team in collaboration with, the WCI Deputy Principal Associate Director (DPAD) for Operations to ensure the DPAD for Operations’ workforce needs are met. This position is funded at 50% time. You will be required to secure the remaining 50% funding within WCI Operations (or continue on current WCI or Operations funding). This position reports to the Deputy for Program Enablement in WCI and will be a member of the WCI line management team.

In this role you will

  • Establish, manage, and provide technical and administrative direction and oversight for personnel administration activities including performance reviews, performance management, ranking, salary management, career advancement, and continued educational opportunities.
  • Establish and execute a framework for strategic planning, staffing, budgeting, and methods to achieve Operations Division goals and while partnering with the DPAD Operations and other LLNL senior leaders.
  • Evaluate and develop current and future workforce plans in collaboration with the WCI Operations Managers and Program Managers. Ensure the highest quality personnel are recruited with essential technical competencies, remain well-trained, motivated, and retained to meet succession planning needs and mission deliverables.
  • Provide advanced technical and administrative guidance for a large diverse workforce consisting of operations, technical, and service personnel; overall responsible for setting and meeting the Division’s objectives, and budgets.
  • Oversee and provide strategic direction for the Division’s outreach, mentoring, and employee development efforts. Foster an environment while developing and implementing plans that promotes inclusion, diversity, equity, accountability, teamwork, and a professional work environment.
  • Collaborate and interact regularly with WCI and Laboratory senior management, a diverse workforce, and other functional areas on advanced technical projects and activities.
  • Develop and implement plans to promote inclusion, diversity, equity, and culture.
  • Work as a member of the WCI line management team to promote common practices, policies and procedures across the entire WCI workforce.
  • Perform other duties as assigned.

Qualifications

  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
  • Master’s degree in engineering, scientific, operations or related technical field, or the equivalent combination of education and related experience.
  • Extensive knowledge, leadership, and management experience in a leading edge, high hazard, operational environment utilizing a high degree of integrity, maturity, discretion, and judgement.
  • Extensive experience managing and leading large technical organizations, directing subordinate leaders and technical managers while delegating effectively. Extensive experience developing, leading, motivating, and building complex, interdisciplinary teams to work toward operational and division goals.
  • Proven strategic and innovative thinker who anticipates needs and makes decisions within the framework of the institution’s policies and strategic direction.
  • Significant knowledge of managerial practices and experience effectively balancing budgets and complex workforce priorities to achieve desired results. Expertise in strategic planning and organizational dynamics.
  • Demonstrated experience at the division level planning, overseeing, and executing budgets. Experience effectively balancing schedules and budget priorities to achieve desired results.
  • Experience managing, directing, and collaborating in an environment of trust with diverse multidisciplinary technical teams of staff including technicians, associates, and professional-level staff employees regarding facility and programmatic systems and the operations, maintenance, design and construction of the various building types.
  • Advanced communication, facilitation, collaboration, interpersonal and problem-solving skills necessary to effectively interact with and advise all levels of management including group/division leaders, project engineers, facility managers and scientific personnel to determine type and level of support needed.
  • Demonstrated experience implementing plans that promote and value diversity, equity and inclusion principles in the workplace.
