Position Title: Part-Time Project Manager – NEST
EHS Technologies Corporation currently has a need for a Part-Time Project Manager supporting the Naval Energetic Systems and Technologies (NEST) Program at the Naval Surface Warfare Center, Indian Head Division (NSWC-IHD), Maryland.
Description:
Provide program management support and services to support Naval Surface Warfare Center, IHD's Naval Energetic Systems and Technologies (NEST) Program. Work is located at Naval Surface Warfare Center – Indian Head, MD. Situational telework may be authorized.
Specific duties include:
Provide Program Management support for the day-to-day operations of the Naval Energetic Systems and Technologies (NEST) Other Transactions Agreement (OTA) Program at NSWC-IHD.
Provide support to concept formulation, development, and planning for the NEST OTA program execution and management.
Support NSWC IHD strategic planning activities focused on NEST Other Transaction Agreement (OTA) Authority under Title 10 Section 2373 and Public-Private Partnership (P3) formation under title 10 sec 2474. This includes the development of Business Case Analysis documentation, P3 agreement documentation, and OTA documentation.
Conduct business financial analyses to support investment, work acceptance, and work divestment decisions.
Support development of program management strategies that encompass the generation of requirements, technical requirement evaluation, and funding process flow.
Provide support in process mapping and business re-engineering services.
Develop spreadsheets and briefing forms appropriate for the analysis and presentation of information and providing reports of findings and recommendations.
Support organizational development, performance improvement, strategic planning, risk assessment and management, and change management.
Occasional travel may be required.
Required Qualifications:
Minimum Education: Bachelor of Science, preferably in an engineering discipline, from an accredited college or university is required.
Understanding of energetics manufacturing and prototyping, preferably at Naval Surface Warfare Center – Indian Head, MD is required.
Experience collaborating with private industry is preferred.
The candidate must be a US citizen with the ability to obtain and maintain a Security Clearance.
