The City of Brookhaven, located in metro Atlanta, is seeking highly qualified applicants for a Program Administrator.


JOB SUMMARY:

This position will support timely administrative and financial reporting compliance with state and federal grants. Additionally, the position will work within the community and with agency and legislative staff directly to identify future funding opportunities and partnerships that will support the City of Brookhaven’s strategic planning documents and projects included in the COB Special Service District legislation. It is estimated that 40% of the time will be dedicated to the administration of the Community Development Block Grant (CDBG) Program.


ESSENTIAL JOB FUNCTIONS:

  • Monitor CDBG sub-recipient compliance and funds disbursement in conjunction with other departments
  • Quarterly financial and administrative reporting to state and federal agencies and as required for special projects
  • Work with agency and municipal staff to ensure responsiveness and in-house project support
  • Prepares and maintains records, documents, and required reports documenting Federal Program operations including sub-recipient activities and expenditures
  • Assist in oversight of the Brookhaven Community Development Block Grant Program to ensure compliance with federal funding and disbursement laws
  • Work with municipal departments and the community to prepare the Annual Action Plans based on the Brookhaven 2021-2025 Consolidated Plan
  • Prepares and oversees the execution of sub-recipient contracts and grant agreements
  • Maintains the HUD Integrated Disbursement and Information System (IDIS) and reconciles accounts with the City
  • Performs on-site inspections as needed
  • Facilitates and participates in the annual review of sub-recipient funding applications.
  • Works with City agencies to ensure timely completion of program activities.
  • Performs other related duties as assigned.

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Bachelor’s Degree in public administration, business administration, accounting, or equivalent combination of education and experience
  • Minimum of two years of federal grant administration including program budgeting and accounting.
  • Minimum 2 years of Community Development Block Grant administration or program experience and familiarity
  • Working knowledge of 2 CFR Part 200 Uniform Administrative Requirements


KNOWLEDGE, SKILLS, AND ABILITIES:

  • Reporting through multiple state and federal systems, ongoing training provided;
  • Excellent verbal and written communication skills;
  • Great attention to detail and strong organizational schools;
  • Knowledge of project budgeting, benefits/cost analysis calculations;
  • Proficient in Microsoft and Excel tools;
  • Knowledge of GA Open Records Act.

Preferred, Skills, and Abilities:
  • Strong presentation skills
  • Working knowledge of Spanish will be considered a plus
