Kalman & Company is hiring a Program Analyst IV to work on a hybrid schedule out of Edgewood, MD.
Role/Responsibilities:
- Interface with multiple agencies, stakeholders, and contractors and shall facilitate efficient communication to stimulate customer alliances for portfolio, program, and project support, maintaining personal and organizational interactions to enhance stakeholder relations and actively promote rapport with customers.
- Support test program and demonstrations with development of cost estimates, refinement of test plans and details, coordinate test ranges, frequencies, and test support personnel, and on-site support.
- Lead CBRN equipment training events, generate training packages, prepare program of instructions and Doctrine Tactics and Techniques, and train instructors and soldiers to support operator level training and future operational training and fielding.
- Lead and coordinate demonstrations, and training (i.e. with CBRN school, units), and coordinate availability and shipment of equipment.
- Provide logistics and shipment (i.e., shipper, customs, and receiving agency) coordination for Government equipment used in CONUS and OCONUS test events.
- Coordinate planning, coordination, generation and execution of displays for visiting dignitaries, conferences, and events.
- Serve as a CBRN SME at static displays and command level briefings.
- Coordinate the development of and maintain display posters, videos, brochures and fact sheets for the CBRN equipment and platform.
- Provide CBRN Subject Matter Expertise for existing CBRN sensors, for development and interface of future sensors, and coordinate with units/soldiers to ensure end products meet soldier requirements.
- Provide sustainment support for legacy CBRN sensors and conduct PMCS for applicable CBRN sensors on site.
- Assist to develop and update top-level briefings for public presentation to be utilized at various conferences and events.
- Support the team to provide field operations support for CBRN sensor equipment and coordinate with units for site visits to upgrade CBRN sensors on the platforms, to provide quick responses to questions from the field to conduct operational checks and trouble-shooting on CBRN sensors to support and improve vehicle operational and crew readiness for Army units in the field.
- Support logistics team on management of equipment, property accountability, and support configuration control of HW/SW of all of the platforms and sensors (test and fielded equipment).
- Support tracking operational readiness of existing fielded systems in coordination with the logistics team (from existing databases) and provide solutions to improve readiness.
- Coordinate with external stakeholders to include PM Stryker and TACOM for the readiness of sensors, spare parts and technical manuals.
- Support coordination of scheduled and unscheduled maintenance on team assets (NBCRV vehicles and sensors).
- Assist in the development and maintenance of requirements and program documentation, to include requirements documents, Concept of Operations, acquisition strategy, and performance specifications.
- Lead and/or participate in program functional IPTs, Integrated Program Reviews (IPRs), milestone decision reviews, required program updates, and other recurring (i.e., daily, weekly, monthly) meetings.
- Coordinate program reviews/meetings, prepare agendas, clear and concise briefings, documentation, reports and provide follow-up information to leadership in the form of meeting minutes, executive summaries, position papers, white papers, and/or briefings.
- Participate in daily, weekly, and monthly meetings where data exchanges are discussed and provide regular follow-up briefings to leadership.
- Assist in preparation for meetings, conferences, and program reviews, reserving facilities, scheduling speakers, and sending notifications to potential attendees.
- Draft, review, staff, file, and update a variety of documents, to include acquisition documentation, memorandums, information and issue papers, briefings, executive summaries, milestone review packages, e-mails, and meeting minutes. When applicable, documents shall be prepared in accordance with DoD policies and procedures and shall be sufficiently complete, accurate, and timely to establish program goals, objectives, and milestones.
- Apply executive skills to review, analyze, and evaluate program development, progress, and performance, identify shortfalls, and potential corrective actions.
- Assist in development, design, and implementation of annual and long-range plans to realize the product development components of strategic goals.
- Obtain and maintain all information regarding the projects and events he/she is responsible for managing and provide updates, concerns, and issues at regular staff meetings.
- Assist in the review, preparation, and submission of responses to formal taskers related to acquisition and program office operations.
- Maintain awareness of program execution and milestones, as well as their strategic impacts; apply Department of Defense (DoD) acquisition and life cycle management policies, procedures, and practices.
- Perform planning and scheduling activities.
- Provide recommendations to manage and mitigate program risk.
- Identify resources to ensure program success.
- Meet assigned deadlines.
- Monitor/protect acquisition-sensitive materiel.
- Be able to work in a fast paced, agile work environment to answer short suspense’s and taskers.
- Report pertinent developments and remain readily accessible and responsive.
- Travel both Continental United States (CONUS) and Outside the Continental United States (OCONUS).
- Evaluate, analyze, and assess acquisition strategies to execute the materiel approach, and ensure consistency with DoD 5000 and organizational policies.
Minimum Requirements:
- US Citizenship is required.
- An Active Secret Security Clearance
- Prior experience with DoD 5000 and organizational policies
- Prior experience participating in program functional IPTs, Integrated Program Reviews (IPRs), milestone decision review.
