Northrop Grumman has an opening for a level 2 Proposal Analyst to join our team of qualified, diverse individuals. This position is located in San Diego, California or can be 100% remote.

This job includes collaboration with business units across NGMS sector to lead, facilitate and sustain, in collaboration with the divisions, proposal quality and timeliness for NGMS P&E. The successful candidate will execute their role utilizing best practices and lessons learned to standardize processes, implement operational efficiencies for faster, better and high quality compliant proposal products; enable and track quality and timeliness, ensure proposal data integrity for proper monitoring and content key metric databases.

Essential Functions:

  • Coordinate proposal team actives to develop, plan and achieve schedule proposals
  • Coordinate with capture teams to facilitate proposal readiness and transition from opportunity pursuit to proposal development
  • Compiles cost, schedule, and technical elements in the development of proposals in ensure compliance with request for proposal (RFP) specifications
  • Identify sources and issuer supplier RFQ's
  • Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional organizations, business management and finance
  • Coordinate/lead team effort in preparation, review and approval of Basis of Estimate and inputs to pricing
  • Researches and analyzes historical data, develops cost models to support proposal efforts
  • Participate in process improvements and preparation/updates to proposal policies and procedures
  • Coordinates activities and participates in fact-finding meetings
  • Participates in should-cost and pricing reviews with management and customer representatives

Basic Qualifications for Proposal Analyst (Level 2):

  • Bachelor’s degree with 3+ years of experience in Pricing & Estimating, Proposal Management, Business Management, Subcontracts, and/or Contract Management, or a Master's degree with 1+ years of related experience
  • Proficiency in Microsoft Office (Excel, PowerPoint, Word)

Salary Range: $63,800 USD - $105,200 USD


Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
