This position will help create and conduct disaster recovery planning and training in the areas of public assistance, hazard mitigation, and other recovery concepts. The ideal candidate would have professional experience working as emergency manager with a focus on training, planning, and recovery. Job Responsibilities

1. Develops plans, procedures, maps, charts, and other materials for recovery to include public assistance, hazard mitigation, and other recovery concepts.

  • Organizes and attends planning meetings.
  • Incorporates updated and revised information into plans, procedures, and policies.
  • Provides revised planning technical assistance to State and local agencies.

2. Conduct training for State agency and local government personnel as well whole community partners in recovery to include public assistance, hazard mitigation, and other recovery concepts.

  • Travels throughout the state to deliver training, with opportunities out of state.
  • Develops training materials based on plan content and prepares lesson plans for individual classes.
  • Determines training needs and schedules training sessions.
  • Maintains training records.
  • Prepares reports on training activities.

3. Participates in exercises and drills to test the implementation of plans and procedures in public assistance, hazard mitigation, and other recovery concepts.

  • Contributes to the development of exercise scenarios, objectives and other exercise related documents.
  • Functions as a controller during exercises, drills, and demonstrations.
  • Participates in critiques and provides reports and evaluations to agency management
  • Reviews federal training and exercise evaluation reports and recommends responses.
  • Assists State agencies and local governments in correcting weaknesses identified during exercises for the purpose of recovery.

4. Attends classes, seminars, workshops, and conferences related to disaster recovery.

  • Conducts programs and makes presentations to organizations with specific interest in recovery programs both in and out of state.

5. Participates in disaster response and recovery activities.

6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1. Requires knowledge, skill and mental development equivalent to the completion of four (4) years of college, preferably with coursework in planning, business or public administration.

2. Requires two (2) years of professional experience in various planning areas, such as regional, urban or management planning.

Preferred Qualifications

  • Two (2) years of professional experience in emergency management or closely related field.
  • One (1) year of professional experience in conducting training or creating training content.
  • One (1) year of professional experience in creating plans, procedures, and policies.
  • One (1) year of professional experience of basic statistical methods, graphics, and report preparation.
  • Two (2) years of professional experience at a local, state, or federal government agency.

Conditions of Employment

  • A criminal history check through the Illinois State Police.
  • The ability to travel in and out of state.
  • The ability to drive a state-supplied vehicle as needed, including having a valid and current driver’s license and a valid and current insurance policy.
  • The ability to work outside of normal work hours.
  • The ability to use State-supplied equipment (laptop, cellphone, etc.).
