The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing child care assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.
The position of Referral Consultant is essential to maintaining and improving the health and safety of families needing¿Prevention services. This role is part of the Referral Management unit responsible for effectively managing the Prevention waitlist and ensuring that all families are referred into prevention services within 10 business days.¿ The role is one of the many critical members of the team, who will help cover the increased numbers of referrals (as the demand for Prevention services continues to rise) and provide individual case consultations to¿ensure that families referred to Prevention services are quickly and efficiently matched with providers that can meet the needs of their families.¿¿

Under the supervision of the Deputy Director of Referral Management and with latitude for independent decision making, the primary responsibilities of the Referral Consultant will include, but not be limited to:
- Develop expertise in the continuum of Prevention Services with a specific focus on Evidence Based Models
- Provide individual case consultations to DCP/CPS teams and the Prevention Providers and assess the family’s service needs in order to match them with a Prevention Program type in their community.
- Collect data and conduct quantitative and qualitative data analysis, to support DPS’ policy and program development efforts, using data to make recommendations to DPS and cross-divisional leadership
- Work closely with the Strategy Planning and Analysis team (SPA) on multiple projects which include the collection and analysis of data for the division’s research efforts, strategic planning and family-centered design efforts to inform policy
- Draft memos, reports, briefings, presentations, and other documents for internal and external stakeholders; acting as a strategic partner in the design and development of the Department’s strategic initiatives.
- Serve as critical member of a citywide team of Referral Consultants and work closely with the DCP leadership of an assigned zone.
- Participate in and support cross-divisional and external projects with various stakeholders.
- Track consultations with the CPS team and work closely with the Data processing team to ensure accurate reporting of referral activities. Ensure that referrals are ready by reviewing Prevention History (PROMIS), CWS history (CNNX), court involvement etc.
- Co-facilitate trainings to CPS regarding the Prevention referral process
- Attend Zone debriefing and Prevention Quarterly meetings
- Adhere to NYC Citytime regulations.
- Actively participate in group and individual supervision.
- May be required to perform other duties not including and/or limited to the ones described above.
Minimum Qual Requirements
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
To be appointed to Assignment Level II and above, candidates must have:
