Works under the general supervision of the Senior Accounting Manager
Reporting to the Senior Accounting Manager, the Senior Accountant – Grants and Foundation assists with all aspects of federal, state, and charitable grants accounting and is responsible for all Tarrant County College Foundation (TCCF) activity accounting.
Primary Duties and Responsibilities
District Grant Accounting
- Performs a variety of advanced technical and paraprofessional accounting duties in support of assigned grants
- Prepares a variety of detailed financial, accounting, budgetary, and statistical statements, analyses, documents, and reports in support of assigned grants
- Gathers and organizes data; reviews and analyzes financial statements for balance and budget variance accuracy
- Audits, analyzes, and reconciles a variety of accounting, financial, budgetary, and statistical records in support of assigned accounts; identifies and resolves discrepancies and corrects errors; forwards claims and reports to appropriate signatories
- Prepares journal entries and inter-fund transfers in support of assigned grants
- Assists in the allocations, tracking, and reconciliation of grant-funded budgets
- Ensures adherence to grant contracts and guidelines and monitors for compliance with College and funding agency policies
- Participates in year-end closing activities in support of assigned grants, prepares year-end closing entries to facilitate a clean audit, and prepares required year-end financial reports
- Assists in controlling operations of various segments of the accounting system; assists staff in implementing and completing a variety of computer data entries; provides instruction, guidance, and assistance on budgeting and accounting procedures to College staff
Foundation Accounting
- Provides oversight to all accounting and procedures to assure consistency and accuracy of Foundation fiscal records within Generally Accepted Accounting Principles (GAAP) and in compliance with Financial Accounting Standards Board (FASB) 116 and 117, Office of Management and Budget (OMB) Circular A-133, Sarbanes-Oxley Act accountability requirements and the Uniform Prudent Management of Institutional Funds Act (UPMIFA)
- Reconciles TCCF cash account ledger to the bank
- Prepares TCCF’s monthly financial statements and project accounting reports
- Maintains records and accounting data for the TCCF investment portfolio, bank accounts, the operational budget, gifts, and grants distributed to Tarrant County College District (TCCD) on behalf of student scholarships and programs
- Serves as Assistant Investment Officer; ensures investments comply with approved investment policy and coordinates the board of directors committee which oversees investments
- Provides oversight to Foundation year-end closing activities and prepares all Foundation year-end closing entries
- Coordinates the annual Foundation audit process and manages the relationship with TCCF independent auditors; coordinates annual IRS 990 return
- Assists in the preparation of periodic donor reports and communiques regarding scholarship fund and account status
- Ensures timely filing of all TCCF, local, state, and federal required fiscal documents and reports
- Provides a financial perspective to strategic planning, program development implementation, and evaluation activities of the Foundation
Service Excellence
- Participates on behalf of the College in external community organizations and associations as assigned to support the essential performance requirements
- Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite
- Completes all required training and professional development sessions sponsored through Tarrant County College (TCC)
- Supports the values of the College: diversity, teaching excellence, student success, innovation, creativity, and service to the College
- Supports the mission, values, goals, and principles of the College
Supervision
Works under the general supervision of the Senior Accounting Manager
- Performs Other Related Tasks as Required

Required Minimum Qualifications
- Bachelor’s degree
- Three (3) years’ working experience related to the Essential Performance Requirements
- Degree in Accounting, Finance, Business, or a related field
- Current Certified Public Accountant
- Experience working for a non-profit organization or in grant accounting
- Knowledge of financial statement accounting
- Knowledge of fund accounting
- Skilled in excellent customer service and interpersonal skills with diverse populations, including strong listening, verbal, and written communication
- Skilled in using computerized accounting applications and enterprise systems, including the Microsoft Office suite
- Ability to work effectively in a collaborative environment and a setting that is diverse and urban
- Ability to think critically to effectively solve and communicate problems in a fast-paced environment where the demands for work are varied, and unpredictable in scope and volume
- Ability to analyze data and provide sound recommendations based on policy, procedure, practice, and existing regulations while exhibiting strong attention to detail and organization
- Ability to delegate work appropriately to faculty or staff to meet College and campus deliverables
