The Risk and Compliance Manager oversees all aspects of the Airport’s comprehensive risk management and compliance programs and manages a staff of six Airport employees, as well as contractors and consultants. The Risk and Compliance Manager will evaluate, manage and mitigate enterprise risk across all functions and divisions including, legal, finance, information technology, human resources, physical property, maintenance improvements and new capital projects, This position is also responsible for leading, managing and enhancing the Airport’s principals of an Enterprise Risk Management model under ISO 31000, which evaluates and assesses risk across all areas of the Airport, in collaboration with senior management, management and staff from all Airport Divisions and many Airport stakeholders. Duties & Responsibilities
Insurance Programs Management: Work with the City and County of San Francisco Risk Manager’s Office on complex and sensitive insurance policy procurements; monitor and evaluate the availability of insurance coverage for many types of risk, and the performance of vendors who are providing coverage; evaluate and recommend appropriate types of insurance coverage, coverage requirements, limitations, deductibles, and other terms and conditions; ensure that Airport tenants, permit holders, contractors, and other parties maintain appropriate levels of insurance coverage; and plan, direct and coordinate all insurance-related affairs for the Airport.

Risk Evaluation: Evaluate and mitigate enterprise-wide risk by designing systems to identify and address risks posed in or to the department, its employee, and client and will make recommendations for organizational, operational, policy, and procedural improvements. The risk review is large and complex for a $1.4 billion annual budget operation with over 1,700 airport commission employees. The addition of airlines operating multimillion-dollar aircraft on the property of the City and County must be considered in this complex operating environment. This position will create a policy and criteria for Risk Evaluation and the administrative procedures to mitigate the identified risk. Interface with the Airport’s Safety Management Team which focuses on the airfield and dovetails those same principals on the terminal and landside risk management programs.

Compliance: Monitor work order agreements between the Airport and 50 City and County of San Francisco departments that perform work for the Airports. These agreements are regulated by the Federal Aviation Administration and auditable by the Office of the Inspector General. The Risk and Compliance Manager will be responsible for reviewing and auditing quarterly billings from city departments to ensure costs are properly documented and that costs are eligible to be paid for using airport funds. Review for compliance for direct cost only. Build a procedural desk manual for compliance programs for departments to use before submitting invoices to Airport Accounting for payment. The position will work closely with the Budget team to prepare expenditure reports on a quarterly basis versus budget.

The Risk and Compliance Manager will also be responsible for grant compliance. This will review all grant reimbursements according to the code of federal regulations and Federal Acquisition Regulation(FAR). Construction contracts will be reviewed to ensure materials purchased for the projects conform the grant requirements, documentation is provided and the physical inventory of the asset is validated. Build a desk manual for this process for staff and accounting teams to refer to.

Digital Transformation: As the Airport takes on the commercialization of digital assets and transformation of the airport to a digital customer experience, the Risk and Compliance Manager will monitor, develop and create risk management strategies for this new form of risk and revenue opportunity for SFO. This may require the use of external digital risk experts and additional insurance mitigation measures to protect the organization and the staff. The Risk and Compliance Manager will create an evolving and living Digital Risk Profile for executive management to understand vulnerabilities and opportunities as a government organization.

Guest Safety Risk and Safety Program: Develop, implement and evaluate a guest safety program to minimize or eliminate guest injuries on mechanical walks and escalators. Review and coordinate between divisions to understand how guests are injured using mechanical conveyances. Create a moving conveyances committee to implement safety enhancements, guest communication, capital improvements to help customers be aware of the use of mechanical conveyances. Create a departmental report for executive management of incidents, projects for mitigation and working closely with legal on existing claims from guests.

Physical Property Risk Evaluation: The Risk and Compliance Manager will be responsible for a rolling risk evaluation of outlying buildings at SFO as well as four major terminal buildings with a safety team consisting of engineering, maintenance, and operations to ensure there is minimal risk to the traveling public, employees, and tenants. Working closely with the airport’s space planning team, the Risk and Compliance manager will be responsible for generating maintenance and capital funding requests to mitigate or fix buildings to ensure we are protecting our assets to live out their intended useful life of operations. The Risk and Compliance Manager will build a desk manual or a Physical Property Risk Evaluation program for executive management.

Risk and Safety Management: Monitor and evaluate the operational safety of Airport tenants and service providers; provide guidance to senior management on the risks associated with proposed and ongoing programs and initiatives; create a long and short-range risk management assessment to ensure proper insurance coverage is in place; assess risk and risk mitigation measures in emerging areas, such as cybersecurity; and actively participate in Airport-wide emergency preparedness planning and simulations.

Leadership: Monitor and evaluate the safety programs of the construction projects, during the implementation of the Airport’s Capital Improvement Plan; and collaborate with other Airport Divisions and Airport contractors on improvements to existing safety plans.

People Management: Manage and review the work of Airport employees, contractors and consultants; plan, monitor and oversee the operation of the Risk Management office; assess workloads of subordinate staff to ensure projects are on track; develop, coach and motivate staff to develop their skills and improve performance, and ensure the work of the Risk Management office is in alignment with the Airport’s financial health and overall goals.

Collaboration: Participate in Airport-wide Business Continuity planning; work under the City and County of San Francisco’s Administrative Code on indemnity provisions in conjunction with the City’s Risk Manager on a variety of risk matters; and encourage and facilitate efforts to work cooperatively within the Airport and with a wide range of Airport stakeholders.

Communication: This position requires the ability to communicate and work effectively with a wide variety of internal and external stakeholders, lead project teams, and plan and carry out complex work assignments with minimal direction. The Risk and Compliance Manager must be able to work strategically, in partnership with diverse organization-wide stakeholders, to proactively identify potential risks, build consensus, and identify innovative ways to improve the overall strength of the Agency.

Staff development and training: Monitor, develop and coach the Risk and Compliance staff. Create career work plans, cross train, and train the staff in the areas of insurance procurement, risk and safety mitigation, presentation and written communications to internal and external stakeholders. The Risk and Compliance Manager will direct staff resources to meet deadlines, ensure budgets are monitored and adhered to, create performance evaluations for staff that are measurable and quantifiable. The Risk and Compliance manager will need to demonstrate the ability to adjust resources as operational challenges and emergencies arise at the airport.

Qualifications

Education
Possession of a Bachelor’s degree from an accredited college or university in Business Administration, Economics, Finance, Public Policy or a closely related field; AND

Experience
Six (6) years of increasingly responsible professional level experience in the insurance/risk management industry, including three (3) years supervising professionals.

Substitution
Education Substitution: Additional qualifying experience as described above may be substituted for the education requirement on a year for year basis for up to two (2) years. (One year of work experience is equal to 30 semester or 45 quarter units).

Experience Substitution: Possession of a Master’s degree from an accredited college or university may substitute (1) year of the required experience (but may not substitute for the required supervisory experience).
