GENERAL DESCRIPTION: Performs complex (journey-level) data analysis and data research work related to agency financial applications and business processes. Work involves conducting detailed analysis of and extensive research on data, providing results and reports, and monitoring data quality. May provide guidance to others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
ESSENTIAL DUTIES / RESPONSIBILITIES:
1. Analyzes financial data using standard statistical tools, methods, and techniques. Examples include but are not limited to expenditures, encumbrances, pre-encumbrances, revenues, or other information as requested.
2. Provide user assistance to all agency personnel by analyzing issues, testing financial business processes changes, triaging all user requests all modules in the agency’s financial applications. This includes testing all functionality, change notices, maintenance upgrades, outages, and communicating as needed. Escalate agency-wide CAPPS Financials issues to CPA through ASP ticketing system, monitor ASP tickets, etc. May provide level 1 support and/or manage CAPPS security roles and user preferences as directed.
3. Analyze and resolve CAPPS Financials or other agency financial application issues to ensure appropriate workflows and functionality are operational.
4. Coordinate the planning, design, development, implementation, support, and maintenance of financial information technology security measures to safeguard departmental information.
5. Coordinate and/or participate in the development and execution of financial enterprise level strategies and technical direction, including establishing processes and procedures for executing and maintaining financial technology road maps.
6. Complete query development/deployment as well as identification of errors and production related issues to CAPPS Financials or other agency financial applications as directed. Run, create, and update queries through CAPPS Query Manager to gather appropriate financial data for routine and or ad-hoc purposes. Prepare concise, comprehensive financial reports to present and interpret data, identify alternatives, and make and justify recommendations on data revisions. (ETVs, document corrections, uploader files etc.)
7. Assist in the support all external interfaces to the agency’s financial applications to ensure stability. Maintain current CAPPS, Tableau, Salesforce, and other financial environments for all existing business processes and continue required testing for systemwide upgrades and deployments. Maintain legacy application support if required or requested.
8. Provide training of agency staff prior to the implementation of all agency financial applications and or business processes. May provide technical and/or other expertise related to computer systems and offer advice or guidance during the implementation of financial process related to the agency financial systems. Includes development of job aides and other training documentation.
9. Develop, analyze, and revise systems design procedures, program lines of code, test procedures, and quality standards related to the agency financial systems.
10. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
11. Attend meetings as directed and perform other duties as assigned.
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education – Graduation from an accredited four-year college or university with major course work in computer science, computer information systems, management information systems, or a related field is generally preferred. Education may be substituted for proven financial system experience as noted below year for year.
Experience – Minimum of (3) years’ experience performing progressively responsible work in financial systems or closely related activities (advanced query writing or advanced database skills); including two (2) years in CAPPS/HHSAS/PeopleSoft Functional and/or Technical Support is required.
Substitution Note: Additional work experience of the type described, or other related education may be substituted for one another on a year-for-year basis. Thirty (30) semester hours will be considered equivalent to one (1) year of experience.
Licensure and/or Certification – If driving is required must possess a valid driver license from state of residence.
Regulatory knowledge – Knowledge of TXDPS, State, Federal, and Departmental regulations, legislation, guidelines, policies and procedures.
Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships, and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
Financial Knowledge - Analyzing facts, data, and narrative reports. Plan, organize and analyze financial information related to the CAPPS Financials/HR Systems or other applications. Analyze problems, identify causative factors and elements in financial system problems, apply actions to effectively resolve, prevent recurrence of problematic conditions, and present alternative solutions that may be effective for problem resolution.
Research and Comprehension – Skill in coordinating and solving problems; in developing reports or revising reports; in scheduling, testing, installing, and implementing programs; and in troubleshooting computer systems.
Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS’ core values: Integrity, Excellence, Accountability, and Teamwork.
Organizational, Prioritization and Presentation Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism. Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.
Technology – Considerable knowledge of the capabilities and limitations of ERP and/or automated systems (CAPPS) or Business Intelligence reporting systems such as Tableau, Salesforce, Business Objects, or similar systems as a means of processing, recording, and reporting financial transactions. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situation and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
Travel and/or Schedule – Availability for after-hour and weekend work is required. Position could telecommute up to five days a week. Travel up to 5%.
