This advertisement is for a Career Service position located at Central Office in the Office of Financial Management – Bureau of Procurement in Tallahassee, Florida.
Salary Range: $55,85.64 – 57,959.20
SALARY WILL BE DETERMINED IN ACCORDANCE WITH CURRENT PAY POLICY.
SPECIFIC DUTIES & RESPONSIBILITIES:
- Responsible for and assist in writing complex technical specifications, performance requirements and evaluation methodologies used in the formal and informal solicitation processes; administer the posting of formal competitive solicitations, single sources and other notices; prepare for, facilitate, and attend public meetings, and review responses for acceptability.
- Communicate and consult with various Department personnel regarding needs for materials, supplies, and required delivery schedules.
- Serve as the Procurement Officer for assigned solicitations.
- Represent the Central Procurement Office in resolution of problems; determine recourse where possible; prepare correspondence to begin the resolution process; seek legal counsel as needed.
- Compile information from various sources, prepare and ensure that required reports are submitted as required.
- Serve as records custodian for purchasing records.
- Maintain files for competitive solicitations and other projects as required for auditing purposes; provide auditors with purchasing information as needed.
- Represent the Central Procurement Office at various functions including statewide meetings, legislative matters and/or tradeshows.
- Performs travel as required.
- Review and approve requisitions through MyFloridaMarketPlace (MFMP).
- Stay abreast of all State of Florida and Department of Corrections rules, laws, regulations, policies and statutes that impact the purchasing profession.
KNOWLEDGE, SKILLS & ABILITIES:
- Ability to communicate effectively verbally and in writing to both technical staff (purchasing programmers) and top management (purchasing policy-makers).
- Ability to work effectively in an independent environment, serving on procurement project teams and working with other agencies and private businesses.
- Give great customer service to internal and external customers by dealing with people in a tactful and courteous manner
- Knowledge of the principles and practices of public purchasing, state purchasing laws and rules, and state purchasing process.
- Proficiency using a computer including Microsoft Word and Excel
- Ability to assume a leadership role in technical workshops and planning and development environment, facilitating partnership(s) between government and the private sector on recycling and sustainable development (environmental issues).
- Knowledge of the rules, policies and procedures of the Department of Corrections
- Knowledge of methods of compiling, organizing and analyzing data to make recommendations for improving current procurement processes using methodologies such as life cycle costing, best value and negotiation.
- Proficiency using MyFloridaMarketPlace (MFMP); and Vendor Bid Knowledge of strategic sourcing best practices and negotiation strategies
REQUIRED QUALIFICATIONS:

- Completion of a four-year degree from an accredited college or university AND one (1) year of professional contracting/sourcing experience; OR
- High school diploma and two (2) years of professional procurement/sourcing experience
PREFERRED QUALIFICATIONS:
- Prior governmental procurement management experience; and
- Florida Certified Contract Negotiator (FCCN), Project Management Professional (PMP), and Florida Certified Contract Manager (FCCM)
- Experience using MyFloridaMarketPlace's Analysis Tool
