Essential Job Duties
NC State University is committed to fostering a culture of compliance, integrity, and responsible risk management. NC State is seeking experienced and innovative candidates for the position of University Compliance and Ethics Officer (UCEO). Reporting to the Deputy General Counsel, the UCEO will be responsible for oversight and coordination of the University’s Compliance Program functions, including coordination across a decentralized university structure. The UCEO will be expected to work collaboratively with many units throughout the university.

The University Compliance and Ethics Officer is responsible for:
- Providing overall strategic coordination of the University’s compliance efforts, including coordination of the University’s compliance and integrity program, governance structure, and Compliance Plan.
- Monitoring compliance with federal, state, and local regulatory requirements in collaboration with compliance owners throughout the University, including the Office of the Provost, General Counsel, Athletics, Finance and Administration, Office of Information Technology, Environmental Health and Safety, Division of Student and Academic Affairs and other departments and units as appropriate.
- Evaluating the effectiveness of the University’s compliance obligations and efforts and providing guidance to internal university constituents on best practices related to compliance, including, where appropriate, assisting with developing, participating in, and maintaining training and education on relevant regulatory and compliance and risk management subjects.
- Assisting in responding to federal agency reviews and investigations.
- Advising and collaborating with operational compliance owners and units in designing, implementing, and maintaining programs, policies, and practices to ensure compliance with federal, state, and local regulations.
- Consulting, collaborating, and/or coordinating on internal investigations of compliance issues and corrective action and process improvement plans, working with the specific compliance owners, units or departments who are the subject matter experts.
- Assessing internal and external compliance environments across the institution.
- Managing NC State’s Ethics Hotline, in coordination with the Internal Audit Division.
- Collaborating and helping to facilitate, as needed, on the University’s Strategic enterprise risk management process, including providing strategic guidance regarding identifying, managing and mitigating risks identified through the Enterprise Risk Management process.
- Assisting in the tracking and updating progress toward mitigating and addressing risks identified through the strategic enterprise risk management process.
- Providing updates to the Vice Chancellor and General Counsel, the Chancellor, and the Board of Trustees as requested regarding activities related to compliance.

Qualifications
Minimum Education and Experience
- An advanced degree (Masters, JD, MBA, or PhD) in a relevant field. In lieu of an advanced degree, candidates must possess a relevant bachelor’s degree and extensive related experience.
- 5+ years related experience in compliance-related functions.
- Significant legal, regulatory, and/or compliance experience at a higher education institution or in industry.

- Detail-oriented individual with excellent analytical, organizational and problem-solving skills.
- Excellent interpersonal skills, demonstrated ability to work collaboratively on a team among diverse groups of academic and administrative colleagues.
- Exceptional written and verbal communication skills.
- Demonstrated knowledge and understanding of emerging trends and regulatory requirements affecting a large, research-based institution of higher education, including Federal Sentencing Guidelines, environmental health and safety, FERPA, Title IX, Clery Act, ADA, employment and hiring compliance, federal and state privacy issues, GDPR, research compliance, and financial aid.
Preferred Qualifications
- Significant legal, regulatory, audit, and/or compliance experience at a higher education institution.
- Demonstrated knowledge and understanding of Enterprise Risk Management models and programs; demonstrated knowledge and understanding of risk mitigation strategies in a decentralized environment.
